Assist client to demonstrate to the competent authorities compliance with applicable environmental requirements by conducting accurate, objective and independent inspections.

We are in a historical period of profound changes in relation to environmental issues covered by the implementing legislation at European, national and regional level, as well as the mandatory requirements derived from them. In this rapidly changing context LABAQUA has a strong technical structure within its Environmental Inspection Entity and Acoustic Laboratory which allows us to cover a wide range of inspection activities with technical competence accredited by the National Accreditation Body (ENAC), assessable matrices, policy papers and inspection techniques:
– Atmospheric emissions

  • Particulate matter and combustion gases (CO, NOx, SO2)
  • Heavy metals;
  • Gases and acidic aerosols (HCl, HF, H2SO4);
  • Total organic carbon (TOC);
  • Organic solvent vapors in industry;
  • Dioxins and furans;
  • NH3, H2S,
  • Auxiliary parameters (humidity, O2 …)

Accredited for sampling and “in situ” measurements under standards CEN / UNE / ISO Application;
Flexible Scope of accreditation oriented to permanent update of Technical Instructions approved by the Autonomous Communities.

– Atmospheric immissions

  • Total suspended particles, PM10 and sedimentable particles
  • Heavy metals
  • Pollutant gases (H2S, NH3, NO2, SO2)
  • Residues
  • Characterization of hazardous / non-hazardous waste, code assignment LER and “H” Hazard
  • Admission to landfill studies (Decision 2003/33 / EC and Order AAA/661/2014)
  • Compliance of sludge for agricultural use
  • Waste characterization regarding the disposal and management of PCBs and PCTs.

Additionally, LABAQUA provides highly specialized services related to environmental inspection activities but not linked to legal conformity assessment, such as the control of landfill biogas and processes of digestion / fermentation, connection of biogas to the national gas network, controls of biogas quality (usability with combustion engines, quality assessment and calorific value, etc).


The operator or owner of a potentially polluting industrial activity faces a scene of constant changes in the regulatory framework, and should periodically demonstrate compliance with all environmental requirements derivatived from that law. In recent years, several areas have undergone profound legislative changes:

  • Transposition of the Industrial Emissions Directive amending the Rules of IPPC implementation and application of BATAEL values to Integrated Environmental Authorisations;
  • Recent and future developments in the rules on APCAS (potentially polluting activities of the atmosphere) with new regulatory, technical and control requirements;
  • Approval of Specific Technical Instructions at regional level for monitoring and environmental inspection in different matrices;
  • Approval of Discharge Inspection Protocol for controlling liquid discharges to Public Water;
  • Adaptation of the noise regulations of the different regions to the criteria under END Directive for ambient noise, Law 37/2003 and Royal Decree 1367/2007,
  • Etc.

This situation means that the client needs the technical assistance of highly qualified teams in the analysis of policy documents, as well as for objective, impartial and authoritative evaluation (ie, with demonstrated expertise, ENAC accreditation) in accordance with the requirements of application.
