Currently over 100,000 chemical substances are marketed in the EU. For most of these substances very little, or no information is available about the risk to human health or the environment. In order to address these shortcomings, the EU adopted the REACH Regulation (Regulation (CE) 1907/2006).

Since the publication of these regulations, regulatory policies governing the management of chemical products has been increasing in recent years in the EU, becoming one of the most complex legal systems. This system is complemented by the CLP Regulation (Regulation (CE) 1272/2008 ) and its updates for adaptation to technical progress that gives legal cover to the Globally Harmonized System.

Obligations established under REACH devolve the weight of the responsibility for safety assessment to the manufacturer or importer in European territory. "No registration, no market".
